Sir E. Grey was not however quite satisifed with

the drafting of the regulations as prepared by T.

Bourne and he therefore caused an alternative draft to

be prepared in this Department, & copy of which is also

enclosed herewith.

The China Association were then consulted in re-

gard to the two drafts and I am to transmit to you here-

with a copy of their letter containing the Committee'a

observations thereon.

Sir E. Grey would now be glad to be furnished with

any observations which the Board of Trade may desire to

offer on the proposed regulations and on the China

Association's letter of the 24th ultimo.
